In “We Need a Bigger and Smarter Navy” (The Hill, January 30, 2021), Steve Cohen discusses the need to put in place a system, for both senior officers and civilian contractors, that holds them accountable for failing to deliver of measurable improvements. And that within the 2021 federal budget it is time to start thinking more realistically about the need for a larger but better thought-out Navy.
